I am trying to drill into the ceiling of my apartment but can only drill about a 1/4" maybe 1/2".?

I can get through the plaster and I'm not sure what material is under the plaster, if it's concrete or something else. I have tried using a masonry bit and a metal bit with no success. Am I doing something wrong or any tips?
