Where can my father go to just get a job in Maryland (without having to do an application/wait)?

my father has 30+ years experience as a custodian with the school board, and now he needs another job because he is unemployed. But every time he (or I) does an application for a job they say they will call him, but they never do, then he calls them back and they just say like they don't have any jobs available, or tell him not to call them because they will call him. So is there a place in PG County Maryland or further south (NOT anywhere north of there; it would be too far) where he could just go and just get a job, since he has so much experience, without having to do an application? And he can't go to the temp. service either because he would have to be there at like 5:30 a.m., but he is living with his mother and she has an alarm on her door, but she does not want anyone else to mess with it and she herself would not be up that early to turn it off.
